Tom is a researcher at the Ada Lovelace Institute, and is currently focusing on understanding the use and impact of algorithmic decision-making systems in the public sector. He is currently leading an ethnographic and technical case study of one UK local authority’s use of algorithmic decision-making systems to support service delivery in areas such as homelessness and social care.

He has worked in a number of roles across civil society, media and the private sector, on topics including political risk analysis on Pakistan, support to democratic institutions in Myanmar, research into Kenyan human rights groups’ use of technology, and strategic advice to humanitarian organisations. His work has covered more than 40 countries and included collaborations with organisations including the Open Society Foundations, Amnesty International and the International Committee of the Red Cross.
