Dr Laura Carter is a Tech Policy Fellow at the University of California, Berkeley and an independent research and policy consultant. From 2022–24, she was Senior Researcher and programme lead for public sector use of data and algorithms at the Ada Lovelace Institute.

Laura has a PhD in Human Rights Research Methods from the University of Essex, on gender stereotyping and discrimination in public sector data sharing. She has previously worked as a researcher and policy advisor on gender and LGBTI rights for Amnesty International, and holds an MA in Gender Studies from SOAS and a BA in Mathematics from the University of Cambridge.
